You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the FINANCIAL MANAGEMENT, BUDGET (M83) of NAVMEDFORPAC SAN DIEGO CA. This position will service as the Regional Budget Officer for (8) RDT&E Commands, (10) NMRT Commands and the Regional HQ. This announcement uses the Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties

You will serve as Comptroller and Deputy Comptroller, during the absence of the individuals. You will inform the Comptroller and Deputy Comptroller of anticipated financial requirements of an unusual or irregular nature. You will inform the Comptroller and Deputy Comptroller of changes in distribution of funds that may be required by changes in planned operating program targets. You will inform target managers of the financial status of their programs/operating budgets. You will provide target managers with guidance and direction in the development and execution of their financial programs and operating budgets. You will make financial and broad management decisions and recommendations that affect mission capabilities across the whole regional area of responsibility during extended absences of the Comptroller/Deputy Chief of Staff for Resource Management.

  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Utilizing financial systems, (e.g., NERP, STARS, GFEBS), for data management, budget reporting, and funds control; Developing annual budget plans to promote effective and efficient methods for funds for various programs; Analyzing budget estimates for completeness, accuracy and conformance with financial procedures and regulations to ensure funding allocations are in line with appropriated spending plans; Preparing, reviewing, and reconciling financial statements and financial reports to meet reporting requirements and to support management decisions; Managing timekeeping and travel programs to include the use of the Defense Travel System as an Approving Official or Reviewer.
