Duties

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives. As a Supervisory Public Health Analyst, you will supervise administrative, technical, and professional staff and provide leadership and guidance to staff. You will serve as an expert and coordinator in providing intellectual leadership and focus relative to the delivery of maternal and child health services. Your major duties and responsibilities include: Participating in the development of program goals, objectives, priorities, and activities related to maternal child health services. Providing advice and guidance on the most challenging problems for a program of national or regional/state scope and impact. Advising and collaborating with high-ranking officials such as other agency heads, top congressional staff officials, state executives, legislative leaders, and executives of comparable private sector organizations. Researching and writing reports or other working documents that provide authoritative guidance on complex and wide-impacting program issues. Writing correspondence, memoranda, press releases, or other documents relevant to program activities. Requirements

  • U. S. Citizenship is required.
  • All qualification requirements and time-in-grade must be met by the closing date of this announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.
  • Males ages 18 through 25 must be registered with the Selective Service.
  • PHS Commissioned Corps applicants must submit current personnel orders.
  • A one year supervisory probationary period may be required.

QUALIFICATION REQUIREMENTS: OPM INDIVIDUAL OCCUPATIONAL REQUIREMENTS FOR PUBLIC HEALTH PROGRAM SPECIALIST SERIES, 0685: Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies: Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings. Knowledge of a specialized public health program. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials. In addition to demonstrating the above public health program competencies stated above, your resume must clearly demonstrate that you have one full year of the minimum qualifying experience for the grade levels as shown below. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-14: Your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of minimum qualifying specialized experience equal to the GS-13 level include performing the following types of tasks on a regular and recurring basis: Providing technical and administrative advice and assistance to collaborators on maternal and child health programs. AND Developing guidance, policies and procedures to facilitate the implementation of maternal and child health programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions. MATERNAL AND CHILD HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates and manages the structure and administration of maternal and child health related program services and organizations as well as the policies that impact health programs and reimbursement of health services. HEALTH PROGRAMS AND POLICY ANALYSIS - Analyzes, interprets and explains the health impacts of programs, policies, proposals, and legislation. TECHNICAL WRITING - Prepares written documentation to transfer technical information about concepts, situations, products, services, or results to audiences with varying levels of technical knowledge. LEADERSHIP - Inspires, motivates and guides others toward goal accomplishment; coaches and mentors subordinates; adapts leadership styles to a variety of situations; models high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.
