This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as the Supervisory Health Systems Specialist (HSS) under supervision of the Clinical Director, Substance Use Disorder Clinical Care (SUDCC), who provides overall guidance and objectives.
Duties
Manages the SUDCC program according to established policies and procedures within the hospital, Medical Company, and Medical Center.
Performs comprehensive budgeting over-watch for all expenditures within SUDCC.
Utilizes automated information management systems (hardware and software) for the preparation and presentation of charts that reflect data trends and healthcare administrative functions.
Serves as the Automation Management Staff officer for SUDCC with responsibility to interface with the Chief of the Information Management Division on all automation issues.
Develops and monitors performance metrics such as patient wait times in clinic, appointment utilization (no-show rates, non-appointed rates), and patient satisfaction rates.
Analyzes clinical practice, recommends improvements, and coordinates Program Director approval and implements solutions that address areas of deficiency in the SUDCC program.
Monitors and evaluates condition of facilities in assigned area of responsibility.
Ensures that all staff members are adequately trained in workload data capture, and that this data is captured accurately.
Supervises the program's administrative and support staff ranging from GS-04 to GS-08.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One-year supervisory probationary period may be required.
- Must be able to obtain and maintain a Tier 1 background investigation.

Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes: 1) Advising and/or coordinating health care delivery systems and operations; 2) Coordinating unusual patient complaints, inquiries, and requests ; 3) Reviewing and analyzing results of clinic manpower, expense, and performance reporting, and other data reports; 4) Analyzing clinical practice, recommending improvements, and implementing solutions that address areas of deficiency.
