About the Position: This position is located at Carl R. Darnall Army Medical Center, Resource Management Division (RMD) Uniform Business Office (Third Party Collection, Medical Care Recovery, and Treasury).

Duties

Perform duties involving program management, analysis, and development functions relating to the Third Party Collection Program (TPC). Plans, directs, manages, and coordinates branch operations of Medical Service Accounts (MSA) and Treasury. Authorize, direct, and serve as management advisor for Patient Trust Fund (PTF). Negotiate, establish, and interface with Staff Judge Advocate to enable assertion of Medical Affirmative Claims (MAC) program.. Perform personnel management and supervisory functions. Experience in utilization of various automation systems (ie. MHS Genesis, RevX, ABACUS). Ensure billing and collection accuracy of other health insurance revenue.

Specialized Experience: One year of specialized experience which includes: providing administrative or clinical management in a health care environment; analyzing health care information to evaluate and/or recommend improvements for the efficiency of health care services; providing administrative or technical oversight to subordinate staff members; providing management advice on matters pertaining to coordinating personnel matters in a medical treatment facility. The OPM Qualification Standard provides the following examples: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Health Systems AnalysisHealth Systems Data ManagementHealthcare Operations AdministrationTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
