About the Position:
This position is for Carl R Darnall Army Medical Center (CRDAMC) under the Directorate of Resource Management, Managed Care.
Management advised that the rolls of the position may be revised after 90 days as they are reviewing existing job descriptions currently.
If changes went into effect, selected incumbent would be advised of changes prior to being moved onto a different position description.

Duties
Conduct comprehensive analytical studies of the health care organization or significant segments of clinic management functions to improve organizational process, structure and staffing levels.
Provide analytical reports to measure locally determined Access to Care performance.
Manage systems impacting Access to Care, including patient appointment reminder systems.
Develop solutions to Access to Care problems.
Advise on proposed re-engineering of business processes, reorganizations and/or realignment of functions and staffing level changes that relate to Access to Care.
Counsel management on realignments of personnel between divisions, changes in business processes, distribution of work among positions, efficient use of positions and employees, etc., to improve Access to Care.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening may be required.
- Position may be designated as Inclement Weather Essential. The incumbent must make every attempt to report for work on time and/or remain on duty during severe weather conditions.
- Position may be designated as Mission Essential. The incumbent will be required to report to work during times of contingency operations, natural disasters, extreme weather or other emergency situations.

Basic Requirement for Supervisory Health System Specialist:
Specialized Experience: One year of specialized experience which includes providing administrative or clinical management in a health care environment; analyzing health care information to evaluate and/or recommend improvements for the effectiveness or efficiency of health care services; and providing management advice on matters pertaining to coordinating personnel matters in a medical treatment facility. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
