The primary purpose of this position is to conduct and lead comprehensive command-level manpower and organizational analyses, and provide innovative, expert management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings.

Duties

Studies command structures and advises solutions to improve processes and maximize resources utilization. Develops detailed plans, goals, and objectives to resolve substantive problems of effectiveness and efficiency of work operations. Functional expert on management advisory services. Briefs command leaders on new developments in manpower management, competitive sourcing and privatization, and manpower studies. Designs, plans, and conducts competitive sourcing studies, management surveys, and research projects. Provides advisory services on substantive issues with extensive scope, complexity, and impact, assessing the overall effectiveness of program operations. Provides complex management support services. Coordinates with staff offices on major areas of concern covered by planning and programming documents. Manages command human resources and manpower data systems. Monitors ongoing operation of systems to ensure hardware and software are functioning properly and that operational standards are met.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience include applying program experience to analyze, evaluate issues, develop recommendations, and determine necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of assigned major command program(s). Resolves substantive problems and issues of effectiveness and efficiency of work operations in USSTRATCOM program areas and mission. Conducts and/or leads manpower studies and assessment. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and skill in the application of management engineering principles, concepts, and methodologies, Joint Manpower directives, concepts, procedures, guidance, and policy. 2. Knowledge and skill in applying analytical and evaluative methods techniques to the identification, consideration, and resolution issues or problems concerning efficiency, effectiveness, and cost of program operations to devise organizational structuring options for complex, diverse organizations. 3. Knowledge of military human resource management functions, theories, and techniques, and the basic relationships of various human resource disciplines sufficient to advise management regarding rules and procedures. 4. Knowledge of program goals and objectives; the sequence and timing of key events and milestones; and the relationship of various entities involved in the overall programming, budgeting, and planning process for acquiring resources. 4. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations. 5. Ability to communicate effectively, both orally and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. 6. Ability to execute projects and/or studies within established resources and/or time constraints. Ability to design, build, program, and use models and simulation techniques to facilitate findings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Conditions of Employment Continued: Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance. This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
