The primary purpose of this position is: To assist the Division Chief of the ANG Information Warfare Division sustaining activities responsible for initiating, planning, implementing, monitoring and controlling schedules, contracts, financial obligations, and technical aspects of various Wing conversions and projects.

Duties

Assists the Division Chief in the planning and organizing activities of all missions under the purview of the Information Warfare (IW) division, ensuring that policies and procedures are developed for Information Operations (IO), Electromagnetic Spectrum Operations (EMSO), Intelligence, Surveillance, Reconnaissance (ISR), and Electronic Warfare (EW). Represents NGB/A26O IW Division with a variety of installations and functional area organizations. Assists in managing the ANG IW operations. Ensures robust external communications regarding IW with ANG commands, field units and work centers. Exercises supervisory personnel management responsibilities.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees

  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information,
  • (CONT) or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non- disclosure agreement must be signed. A favorable suitability determination is required before appointment.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes Applying a wide range of Information Warfare missions, functions, techniques, and compatibilities sufficient to analyze complexities of existing technologies, review and plan for policy impacts, initiate plans for enhancements, and provide senior leaders sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments; and to evaluate new and emerging methods and principles, their feasibility, and to propose new systems and projects; utilizing budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare budget recommendations in support of Information Warfare requirements; plan, organize, adjust work operations of an organizational segment to meet program requirements and objective within available resources. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Wide range knowledge of Information Warfare missions, functions, techniques, and compatibilities sufficient to evaluate new and emerging methods and principles, their feasibility, and to propose new systems and projects; and to analyze complexities of existing technologies, review and plan for policy impacts, initiate plans for enhancements, and provide senior leaders sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments. 2. Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare budget recommendations in support of Information Warfare requirements. 3. Knowledge of the mission, roles, functions, organizational structures, and operation of a DoD and Air Force organization to provide command level staff guidance. Knowledge of policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to Information Warfare. 4. Knowledge of safety and security regulations, practices, and procedures. 5. Skills in project management and development of overall project plans, criteria, tasking parameters, and coordinating the efforts of projects team members, to include conducting meetings, formal briefings and writing formal proposals. 6. Ability to plan, organize, adjust work operations of an organizational segment to meet program requirements and objective within available resources. 7. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
