Duties

Summary: The primary purpose of this position is to serve as the Associate to the Director, Operational Execution, NGB/A2/3/6/10/X, responsible for formulating program goals, plans, and policies for the directorate's mission. Serves as the primary advisor to the Director, NGB/A2/3/6/10/X on all Readiness, wartime, and domestic operations issues. Plans, develops, and directs advisory and support services for the command-wide directorate mission. Serves as a recognized authority in the analysis and direction of operational plans and execution programs and issues. This is a key management position in which the incumbent is required to formulate, determine, and influence policy. Duties: As Associate Director of Operational Plans and Execution Directorate at the ANGRC plans, organizes, and advises the management of activities for the directorate with the Director. Exercises supervisory personnel management responsibilities. Ensures effective operation and integration of programmatic actions into ANG execution. Represents the Operational Plans & Execution Directorate with a variety of installation and functional organizations.

  • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use. Category II/Type 5 (Code “O”)
  • Must be able to obtain and maintain a Top Secret Clearance.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Employee may be required to work overtime.
  • The incumbent is subject to short notice or no-notice recall to duty for emergency situations or exercise.
  • Position may perform other related duties as assigned.
  • This is a Centrally Managed Position in the Operations Career Field.

Qualifications

Conditions of Employment (cont.): The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoD 1200.7, "Screening the Ready Reserve,") This position is a "Key" position. It cannot be vacated during a national emergency or mobilization without impairing the capability of the organization to- function effectively. Unless an alternate can be designated to perform the duties of this position during wartime, the incumbent of this "Key" position must be screened from military recall status. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administration and Management Positions, Miscellaneous Administration and Program Series 0301. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes Expert knowledge of a wide range of ANG concepts, principles, practices, laws and regulations of Air, Space, Cyber, Intelligence, Nuclear, Information Operations, and Operational Plans and Execution and trends or current developments with these functions; Knowledge of interagency and operational planning processes and doctrine, national intelligence organizations, and other pertinent interagency organizations; Knowledge of personnel management, EEO, and safety and security regulations, practices, and procedures; Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors; Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources; Ability to communicate both orally and in writing, to negotiate complex issues and maintain good working relationships; Ability to gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
