The primary purpose of this position is: to serve as the Associate Director of Logistics as such, to manage and direct the Air National Guard logistics program. This is a key management position in which the incumbent is required to formulate, determine, or influence policies.

Duties

Serve as the principal advisor to the NGB/CF & ANGRC Commander with oversight of all ANG Logistics Programs. Exercises supervisory personnel management responsibilities. Ensures effective operation and maintenance of the ANG logistics program. Serves as the top authoritative advisor, second only to the Deputy Director of Logistics, Air National Guard and senior staff officials on logistics program objectives, policies and technical matters. Represents ANG in negotiations and discussions with MAJCOMS and HQ USAF, and other agencies regarding the implementation, modification and adaptation of the ANG logistics objectives, policies, processes, techniques and structures.

  • The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during an to function effectively. This position must be removed from the Ready Reserve and CAN NOT (CONT'D)
  • become a member of national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. (CONT'D)

  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually

  • "This is a Supervisory Position." A 1 year supervisory probationary period is required if applicant selected has not previously met this requirement.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience includes Expert knowledge of a wide range of ANG concepts, principles, practices, laws and regulations of logisticsmanagement functions (areas include logistics, supply, transportation, maintenance, etc.) and of trends or currentdevelopments with these functions. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of a wide range of ANG concepts, principles, practices, laws and regulations of logisticsmanagement functions (areas include logistics, supply, transportation, maintenance, etc.) and of trends or currentdevelopments with these functions. Ability to objectively analyze information, identify new developments, and direct appropriate logistics program actions. Ability to develop effective policies, goals and sound management practices to successfully direct all the functions of the ANG logistics program. Ability to plan, organize, and direct the functions and mentor, motivate and appraise the staff of an organization through subordinate supervisors. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
