The primary purpose of this position is to serve as the Director of Staff and senior civilian leader to the joint base military installation commander providing executive leadership, management support, and technical advice to the 316 Wing, Geographically Separated Units (GSUs), Detachments and tenants of Joint Base Andrews (JBA)- Naval Air Facility Washington (NAFW).

Duties

Plans, organizes, and directs the activities of AFDW, ensuring Command Staff complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. The Director of Staff, plans, organizes, and oversees the activities of the 316th Wing. Provides support to over 84 tenant organizations and is a critical facilitator to Air Force District of Washington (AFDW), 459th Air Reserve Wing, 89th Airlift Wing, Naval Air Facility Washington, Air National Guard Readiness Center, the 113th Fighter Wing and the Air Force Legal Assistance Center. Identifies the need for special projects and initiates milestones and goals. Represents Joint Base Andrews with a variety of installation and function area organizations. Establishes, develops, and maintains effective working relationship with the Commander, Deputy Commander, Headquarters Air Force and MAJCOM Directors, and a large variety of leaders in Joint, DoD, inter-agency and local community organizations.

  • This is a Centrally Managed position. PCS expenses are authorized but not applicable when residing within the commuting area.
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use.
  • May be required to work an uncommon tour of duty.
  • This position is subject to provisions of the DoD Priority Placement Program
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Disclosure of Political Appointments
  • This is a Supervisory position. A one year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operation.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.
  • All federal employees are required to have direct deposit.
  • Area of Consideration is limited to current Air Force career or career-conditional permanent, competitive status Federal Civil Service employees, assigned to Joint Base Andrews, MD, 316th Wing.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-14, or equivalent in other pay systems. Examples of specialized experience include developing goals and objectives that integrate organization and mission objectives; leading the development of the strategic plan while overseeing the management of an Operations and Maintenance budget; coordinating with tenants on the installation and off-base agencies to complete assignments; and directing, coordinating, and overseeing work through subordinate supervisors. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Mastery of the laws, rules, regulations, theories, principles, practices, and the interrelationship between the joint basing structure with Navy, installation and tenant operations, finance and budgetary requirements, logistics needed for Presidential support during inaugurations, State Funerals, Foreign Leader Summits, etc. Expert ability and knowledge to provide installation safety and security, manpower, civilian personnel management, and deployed forces. Mastery of advanced management and organizational principles for various agencies to include the Pentagon and all Air Force tenants within the National Capital Region. Ability to develop and implement integrated approaches and solutions to mission objectives/mission support to include the problems, policies and procedures related to installation, MAJCOM, and congressional high-level inquiries. Broad knowledge in the application of command programs, such as EO, DDRP, Public Affairs, etc., and ability to adjust work and program objectives to meet changing Air Force requirements within available resources while maintaining a high quality and quantity of work. Proven ability to analyze, plan, coordinate and adjust work operations of multiple organizations/divisions to meet program requirements and objectives within available resources. Mentors, motivates, and apprises staff through subordinate supervisors. Expert ability to communicate, both orally and in writing, to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted but is the best solution to achieve the intended goal. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
