You will serve as a SUPERVISORY MANAGEMENT AND PROGRAM ANALYST within COMOPTEVFOR.
Duties
You will serve as a subject matter expert on the evaluation of agency programs and business operations in order to advise leaders and other key stakeholders in making informed decisions.
You will develop and evaluate alternative tools for program evaluation and cost-benefit analysis in order to perform consistent, continuing, effective assessment.
You will ensure that all management processes are documented and traceable to Department of the Navy risk management guidelines and controls.
You will provide direction and management of the Navy Operational Test and Evaluation Workforce Development/Training Program.
You will be responsible for sound personnel management, performance evaluations, approving/disapproving leave, establishing work plans and individual work plans and is responsible for resolution of problems concerning resources and deadlines.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Demonstrating experience with staffing, recruiting and employee support.
2) Applying knowledge of the theories, practices, methodologies, and standards of testing in a realistic environments of major acquisition programs and talent management.
3) Utilizing knowledge of Integrated Test and Evaluation concepts and methodologies to include Mission Based Test Design process.
4) Managing and leading complex teams composed of both military and civilian personnel.
5) Demonstrating proven experience in process improvement and process evaluation.
