You will serve as the Facility Manager for the Scramjet Test Complex, LaRC Research Directorate, Aerosciences Division, Aeroscience Operations Section. The Scramjet Test Complex has two facilities: the direct connect scramjet test facility and the arc heated scramjet test facility.
Duties
Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Coordinates with the Operations Manager leading a team of engineers, service technicians and other test personnel in execution of safe/efficient research and development testing programs; troubleshoots facility issues to develop/implement solutions.
Makes technical decisions and provides oversight related to overall facility operations and performance, schedule, budget, maintenance, repair, and upgrades to enable safe, efficient, and reliable test operations.
Identifies, validates, and documents full set of facility requirements to include test capability and capacity gaps, facility modernization needs, maintenance needs, etc., and advocates for resources required to meet future test and evaluation needs.
Develops plans to address identified technical shortfalls, major maintenance and modernization activities, and capability enhancements. Planning includes concept design analysis, cost estimates, and assessment of solution alternatives.
Leads development and implementation of the facility strategic plan, in collaboration with Subject Matter Experts, Operations Section and Directorate Leadership.
Utilizes broad technical and analytical expertise for marketing, business development, and business capture on a national and international level through customer visits, presentations, and leadership position in technical associations.
Collaborates with other facility managers to ensure consistency in processes, policy, and transfer of best practices.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level:
Supporting facility operations, ensuring safe and efficient testing by managing performance, schedules, budgets, maintenance, repairs, and/or upgrades;
Identifying and documenting facility needs, including testing capabilities and modernization requirements;
Creating plans to address technical gaps and/or major maintenance needs, including design analysis, cost estimates, and alternative solutions;
Supporting the planning, organizing, and adjusting of operations to meet program goals and optimize resources.
To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Overseeing facility operations, ensuring safe and efficient testing by managing performance, schedules, budgets, maintenance, repairs, and upgrades;
Identifying and documenting facility needs, including testing capabilities and modernization requirements, and advocate for necessary resources to support future testing;
Creating plans to address technical gaps and major maintenance needs, including design analysis, cost estimates, and alternative solutions;
Providing technical expertise in the planning, organizing, and adjusting of operations to meet program goals and optimize resources.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
