The Space Technology Mission Directorate (STMD) develops advanced technologies for NASA's missions. STMD's Early-Stage Innovation and Partnerships (ESIP) Office empowers innovators who pioneer aerospace research and technology ventures. ESIP programs include the Center Innovation Fund/Early Career Initiative (CIF/ECI) and NASA Innovative Advanced Concepts (NIAC)
ESIP seeks an experienced leader to perform Program Manager duties and manage the tactical responsibilities of these combined programs.
Duties
Manage engineering program execution to established budgets, ensuring solicitations, proposal review/selection processes, project procurement and execution processes, and project closeout meet the highest levels of quality, integrity, and fairness.
Oversee planning and execution of program reviews to include NIAC symposia, orientations, external council meetings, and mid-term reviews; CIF portfolio confirmation reviews; and ECI proposal review panels and project continuations/closeouts.
Develop and manage engineering program plans/schedules to include the tracking of operational metrics along with measures of relevant strategic performance set by Program Executive (PE) while taking corrective action to keep the programs on target.
Support development and consistent implementation of operational best practices including approval processes, standard operating procedures (including knowledge management), and contractor management, as applicable.
Promote Diversity, Equity, Inclusion, and Accessibility (DEIA) principles in the design of program processes, practices within the workplace, and the engagement model with internal and external program participants and collaborators.
Identify and address programmatic issues and risks in a timely manner through developing solutions, removing obstacles, and minimizing disruption to achieving Program objectives. Elevating to the PE as appropriate.
Collaborate with PE to implement an outreach and engagement strategy, nurturing a community of stakeholders and customers to support effective execution of program activities aligned with goals and objectives.
Coordinate with PE, facilitate effective communications that build strong relationships with technical and management personnel at NASA HQ, Mission Directorates, Field Centers, other government agencies, and academic and industrial communities.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level.
Managing engineering and other programs and/or projects for internal and external stakeholders through various stages (ie early stage innovation, technology research and development, early career initiatives, etc.);
Leading and coordinating geographically distributed engineering teams with diverse skill sets to meet program goals and objectives in a multistakeholder environment; and
Managing the performance of a complex portfolio of technology investments, executing and improving multiple business processes and stakeholder relationships.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
