Serves as Assistant Branch Head of the Exploration Space Mission Analysis Branch (SMAB-EXP) within the Systems Analysis and Concepts Directorate (SACD). In this role, the incumbent supports the SMAB-EXP Branch Head and together provides supervision and management of an engineering branch supporting decision-makers across the breadth of NASA's human exploration mission, as well as leadership of the center's exploration architecting portfolio.

Duties

Performs a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees. Provides overall leadership of branch activities, including establishment of organizational climate, definition of branch strategy, long-term development of branch capabilities, and implementation of organizational transformation activities. Provides technical/programmatic oversight of branch projects/activities, including negotiation of expectations, development of work plans, execution of work, and delivery of products. Performs technical review of products, as appropriate. Leads and oversees systems analysis portfolio business development efforts, including identification of opportunities through engagement with customers, development/execution of capture plans, and negotiation of expectations/resources. Works closely with customers to negotiate expectations/resources, developing an integrated resource plan in coordination with other center personnel and accounting for long-term needs, to inform staffing deployment, hiring, and contract planning. Conducts day-to-day management of branch operations, including use of branch budgets, deployment of IT resources, approval of timesheets/leave, establishment of organization policies/procedures, and communication of statuses with stakeholders. Provides oversight of branch contracting efforts, including establishment of contracts/tasks/agreements, monitoring of on-site/off-site work, evaluation of contractor performance, and development of branch policies/procedures. Requirements

  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

  • A one-year supervisory probationary period may be required.
  • If the individual selected is currently at the GS-15 grade level, they will be detailed at their current grade and step. If the individual is a current GS-14, they will be temporarily promoted to the GS-15 level.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above. NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement. To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level: Serving in a leadership capacity (e.g. team leader, project leader, subsystem manager) for a multi-center or multi-agency activity; Overseeing execution of studies in at least one of the following: modeling of complex systems, trade studies or sensitivity analysis, aerospace architecture/mission/vehicle design and analysis, assessments of aerospace mission capabilities, and/or gap analyses between current state of the art and required capabilities and; Coordinating activities and collaborating with teams across organizational boundaries in support of Agency level programs and projects. Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:

a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
