This position serves as the Branch Head of the Maintenance & Operations Branch at Langley Research Center (LaRC). This position is responsible for the operations and maintenance of center infrastructure utilizing cutting edge technology and industry best practices. This position performs technical engineering operations management work, maintenance and sustainability engineering, engineering project planning and management, and designs work for facilities, structures, equipment, and/or systems.
Duties
Provide occupationally specific technical and administrative direction to 10-20 subordinate employees performing the work and functions of the organization.
Develop, identify, plan, and advocate for the strategic objectives of the organization.
Integrate, plan, and implement LaRC’s Maintenance and Operations requirements for mission support including preventive maintenance and sustainment, emergency preparedness and response.
Perform multiple functions which may include planning, design, test and evaluation, cost analyses, program and project management, quality management for projects.
Assess, monitor, and determine need for and use of contract related work.
Serve as a technical expert in areas pertaining to sustainability for Center maintenance and Construction of Facilities (CoF) projects.
Provide contingency planning and engineering solutions for utility system failures to ensure contingency of power, heating, cooling, water, sewer service to all mission critical facilities.
Maintain, replace, and repair utility systems (steam, electrical, water, etc), building systems (roofs, structures, boilers, HVAC, plumbing, cryogenic, etc) and process systems (vacuum, fire protection, etc) in lab and research facilities.
Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

Qualifications
In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
Overseeing a maintenance and operations program to provide strategic and tactical planning, resource management, scheduling, budget management, contingency planning, and execution for a complex portfolio of facilities;
Providing guidance, direction, and problem solving to support the needs and specifications of an organization for the construction of complex and technical facilities, projects, or programs;
Assessing and evaluating the performance of supporting organizations, employees, and contractors to monitor and maintain project progress, budgets, schedules, and resources.

Education
Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.
If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.
Degrees in engineering technology are
not considered qualifying for this position.
