This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Legislation (OL), Audit Management Group (AMG).
As a Health Insurance Specialist, GS-0107-12, you will edit written policy products prepared by others; participate in internal CMS strategy and planning meetings; and coordinate with GAO and OIG to ensure that CMS addresses specific interests highlighted by the audits.
Duties
Manages and coordinates audits initiated by the GAO and OIG related to programs run by CMS.
Writes and/or assists in writing responses related to GAO/ OIG audits on the Medicare, Medicaid, CHIP, and private health insurance programs.
Prepares and secures clearance of responses associated with GAO/OIG audits, diligently ensuring that deadlines are met by tracking the status of these materials through CMS and departmental clearance process.
Compiles briefing materials in responses to GAO/ OIG audits for the CMS Administrator, Deputy Administrator, and other senior policy officials
Coordinates and manages activities such as entrance and exit conference meetings, responding to requests for information or documentation, preparing
official agency responses to draft GAO and OIG reports, and other requests from the GAO and OIG.

In order to qualify for the GS-12, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-11 grade level in the Federal government, obtained in either the private or public sector, to include:
Reviewing and analyzing emerging issues relating to Government Accountability Office (GAO) or Office of Inspector General (OIG) reports;
Producing written documents for senior officials including papers, fact sheets, talking points, briefing materials or responses related to GAO/OIG reports; AND
Serving as a contact for Congressional staff or GAO/OIG auditors on interests and concerns regarding organizational programs.
Substitution of Education for Experience: There is no substitution of education to meet the specialized experience requirement at the GS-12 grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
