This position is located in HHS, Centers for Medicare & Medicaid Services (CMS), Center for Medicare (CM), Medicare Drug and Health Plan Contract Administration Group.
As a Health Insurance Specialist, GS-0107-15, you will lead and coordinate policy development to address CMS' vision to advance health equity; expand access to affordable coverage and care; drive high quality, person-centered care; and promote affordability and sustainability of Medicare Advantage.
Duties
Serves as a national technical authority and program expert leading, planning and overseeing problems pertaining to Medicare health plan and PACE organization marketing, surveillance, and compliance with programmatic rules.
Directs numerous complex and high-priority special assignments involving extensive research, fact finding and analysis on a variety of high-level subjects of critical importance.
Attends high-level meetings representing the Center for Medicare and provides advice and assistance to management officials in carrying out their area of responsibility.
Prepares or directs the preparation of briefings to assure awareness of new or updated policies or procedures, and critical issues that may have a major impact on Agency goals and objectives.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:
1) Analyzing, developing, and interpreting policies, such as but not limited to, for Medicare Advantage plans (MA), Programs of All-Inclusive Care for the Elderly (PACE) and other private health insurance organizations and compliance program operations;
2) Providing technical advice on issues that affect program operations, state and local governments, and private health care organizations; and
3) Managing project requirements, tasks, and schedules of projects in order to maintain quality assurance and timeliness of project objectives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
