This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Consumer Information and Insurance Oversight(CCIIO), Front Office (FO). As a Health Insurance Specialist, GS-0107-15, you will serve as the senior technical advisor providing strategic and authoritative direction on plain language content development and promote consistent health care provider communications nationwide on No Surprises Act policies.

Duties

Provides executive leadership around key national program policies and procedures that either directly or indirectly impact healthcare service delivery to consumers. Provides expert advisory services to CEO-level audiences within and outside the Federal government concerning national policies to ensure integration of continuous improvement principles into all aspects of CMS's operations. Analyzes and evaluates specific No Surprise billing policies and procedural issues and initiates proposals to better achieve program objectives. Coordinates the completion of complex and high-priority special work assignments, making authoritative suggestions and recommendations about content and messaging strategy that are often accepted and incorporated into the final work product. Develops and maintains agency and external health care provider and hospital-focused plain language, content design, communication standards and strategies for CMS and its contractors.

In order to qualify for the GS-15, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Advising leadership on legislative views and policy development for the provisions of Title 1 (the No Surprises Act) or Title II (Transparency) of Division BB of the Consolidated Appropriations Act, 2021 (CAA); 2) Collaborating and negotiating with internal and external stakeholders to provide technical support for program administration, policy implementation and program oversight relating to the provisions of Title 1 (the No Surprises Act) or Title II (Transparency) of Division BB of the Consolidated Appropriations Act, 2021 (CAA); AND 3) Leading administrative studies, projects, or assignments designed to ensure continuous improvements in the organization's operations and policymaking around the provisions of Title 1 (the No Surprises Act) or Title II (Transparency) of Division BB of the Consolidated Appropriations Act, 2021 (CAA). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
