About the Position: This position is for a Budget Analyst with the 1st Armored Division G-8 Resource Management Program and Budget Division located at Fort Bliss, TX.
Duties
Serves as a Budget Analyst for the 1st Armored Division (1AD), located on Fort Bliss, TX. The 1AD provides direct support and assistance to the Senior Commander (SC).
Performs journey level work with assignments designed to provide the competencies, skills, and experience required to perform the more complex work at the full performance grade level.
Analyzes trends and developments in budget planning, programming and execution and develops recommendations concerning assigned appropriations, including funding priorities and workload management.
Provides budget and program advice in the development of the budget.
Reviews and analyzes budget requests provided by the Brigade (Military) S8 and S4s, budget forecasting, mentoring and training to BDE S8 and S4 personnel in regards to budget planning, programming and execution.
Advises and/or assists junior analysts and works to develop effective team synergy and strong customer support.
Ensures programs are closely monitored ensuring equitable and timely funds transfer and adjustment.
Monitors the execution of project and operating budget accounts by identifying and analyzing available annual operating budget and allowances to ensure objectives are being met and funds are available and being effectively used.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- Must Obtain/maintain a Financial Management Certification Level 2 within 24 months of the entrance on duty.
- Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
- This position may be required 10% TDY.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience GS-09: One year of specialized experience which includes assisting in the formulation and revision of an annual budget estimate for assigned activities; researching and summarizing resource and information needed for formulation of budget estimates and/or tracking expenditures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Specialized Experience GS-11: One year of specialized experience which includes analyzing trends in fund utilization; maintaining constant awareness of financial operations including the reimbursable programs within the organization; processing and verifying budget requests from activities to assure effective utilization of resources. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Accounting or Finance.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
