About the Position: Serve as a Supervisory Budget Analyst. Responsible for leading a division of employees to manage an Installation Management Command (IMCOM) Garrison budget, formulating, justifying, presenting and executing budget that supports Fort Bliss.
Duties
Administer the Garrison's overall budgetary management system.
Provide budgetary and technical leadership for the development of cost estimates associated with long-range multi-year studies.
Assess impact of budget programs which incorporate the Army's Planning, Programming, Budget and Execution process utilizing the Army's General Fund Enterprise Business System (GFEBS).
Direct, coordinate, and oversee work directly and through subordinate supervisors.
Exercise significant responsibilities in dealing with officials of other units or organizations, and in advising management officials of higher rank.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This is a financial management Level 2 Certified position Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes directing the formulation of budget estimates; monitoring the status of funds; providing regulatory guidance to subordinate staff; preparing budgetary briefings for higher level officials; recommending proper source of funds and impact on each program; and exercising administrative controls on the obligation and expenditure of command funds in accordance with regulatory requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
