This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Government Positions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located at Fort Bliss, Texas.

Duties

Perform all aspects of the planning, analysis, formulation, and execution of a unique, complex base operations. Analyze the relative costs and benefits of alternative program plans. Provide guidance concerning the legal and regulatory aspects of the use of funds for program and administrative purposes. Monitor trends in direct/indirect support ratios to determine status versus goals and contractor performance trends versus cost of major range support contract. Analyze estimates to identify imbalances among program areas, to eliminate duplication, and reconcile estimates with current levels of expenditures and anticipated program levels.

Specialized Experience: One year of specialized experience which includes 1) Preparing documentation to support budget programs and brief applicable personnel; 2) Managing the budget for assigned activities programs and meet organizational goals; AND 3) Verifying budgetary information to ensure accuracy and effectively use resources. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
