You will serve as an ENGINEERING TECHNICIAN in the CARRIER PROJECT ENGINEERING & PLANNING DIVISION of PSNS and IMF.

Duties

You will monitor funds, establish budgets, control costs, and attend meetings. You will coordinate the purchase of office supplies and package folders and ensure expenditures are within established budget. You will coordinate the furnishing of the office with computers, desks and file cabinets in sufficient quantity to support peak manning levels. You will review each work package to determine whether work controls are required and route all packages requiring system isolation to Work Control Group (WCG). You will provide technical direction to subordinates regarding Quality Assurance forms and train lesser skilled subordinates on the requirements of UIPI 0900-002 in regards to initiation, review and completion of Quality Assurance Records. You will maintain routine contact with Project Engineer (PE) and the Project Engineering and Planning Manager (PEPM) as well as zone managers and first line supervisors.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing technical engineering support services to resolve problems that arise during the planning and execution of complex ship projects. Specialized Experience (for positions at GS-4 or equivalent and above):

Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.

Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as:

  • Planner and estimator who analyzed designs for production purposes.
  • Instrument maker or model maker who performed design or development work on devices fabricated.

OR

Education and Training:

For positions at GS-3 (or equivalent):

Successful completion of l year of post secondary study that included at least 6 semester hours in any combination of courses such as engineering, engineering or industrial technology, construction, physics, drafting, surveying, physical science, or mathematics.

For positions at GS-4 (or equivalent):

Successful completion of 2 years of post secondary study that included at least 12 semester hours in any combination of courses such as those shown above for GS-3 (or equivalent). At least 3 of the 12 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.

For positions at GS-5 (or equivalent):

Successful completion of a full 4-year course of study leading to a bachelor's degree (a) with major study in an appropriate field of engineering, construction, or industrial technology; or (b) that included at least 24 semester hours in any combination of courses such as those shown above for GS-3 (or equivalent). At least 6 of the 24 semester hours must have been in drafting if the position has been designated by a drafting area of specialization.

Certification:

Engineering technicians may be certified by the National Institute for Certification in Engineering Technologies, an organization sponsored by the National Society of Professional Engineers. Certification by the Institute will be helpful as a measure of the technician's quality of experience.
