You will serve as a MANAGER in the CHEMICAL BIOLOGICAL and RADIOLOGICAL DEFENSE (CBRD) FLEET SUPPORT BRANCH (R24) of the CBR DEFENSE DIVISION in the RDT&E DEPARTMENT of NAVSURFWARCEN IH DIV located in Indian Head, MD, San Diego, CA, or Norfolk, VA.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-6 pay band encompasses positions equivalent to GS-14 and GS-15.
Duties
You will serve as the Branch Head for the Chemical Biological and Radiological Defense (CBRD) Fleet Support Branch.
You will lead and supervise a diverse workforce of engineers and technicians whose mission is to assure full readiness for the Navy warfighter against all CBR threats.
You will lead teams of engineering agents who have a global reach in delivering service to the Fleet for all fielded CBRD systems, and regularly conducting training for personnel.
You will provide technical, financial, and administrative leadership to accomplish multiple CBRD program objectives through a thorough understanding of operational requirements analysis and definitions, training, sustainment and fielding.
You will make key financial and operational decisions that impact external integration across the operational environment to include Combatant, Component, Shore, System, and Type Commands; Numbered Fleets; and Regional Maintenance Centers.
You will ensure the most capable, efficient and cost effective systems are available to support readiness and meet customer needs.
You will interact with with sponsors to deliver high quality training, readiness, and life cycle support of in-service CBRD systems in a timely manner.
You will define and organize the program aligned with warfighter/sponsor requirements.
You will establish and manage program controls, schedules, and budgets; securing the necessary agency resources to ensure program success
You will develop short- and long-term execution and strategic plans that support current and future CBRD requirements.
You will serve as the Command’s CBRD Warfighter Support Program expert, interacting across multiple external agencies/Services and representing the Command on internal and external committees and groups.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-05 (GS-13/14 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading or managing technical projects to identify, develop, or implement requirements for the development, testing, acquisition or sustainment of Chemical, Biological, and Radiological Defense Systems ensuring the execution of mission objectives..
