You will serve as a PROGRAM ANALYST in the Technical Support Directorate (N9) of CENTER FOR SUBMARINE.
Duties
You will use Computer Aided Design (CAD) software to assist in the design of hardware.
You will develop solutions for discrepancies in program analysis.
You will advise senior leaders on actions required to comply with legislation, policy, or regulations.
Requirements

Qualifications
FOR GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assignments require analysis of interrelated issues of effectiveness, efficiency, and productivity affecting the Command's mission and goals; 2) Analyze and formulate requirements for the JWOTS information management system to support development of functional design improvements, defining new information requirements, selecting timely and reporting structures, and leading evaluations of the management system outputs; 3) Assess any unusual circumstances, variations in approach, and conflicting data in order to arrive at appropriate decisions; 4) Conducts Domain-wide studies and evaluations of programs administered by the Command; 5) Serves as the program officer responsible for the effectiveness of major programs throughout the Domain.
FOR GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizes established guidelines such as: DOD, DON, NETC, and immediate organizational instructions, directives, and agreements; 2) Uses judgment in choosing, interpreting, and adapting available guidelines to specific issues or subject studied; 3) Analyzes the subject and current guidelines which cover, such as workflow, delegations of authority, and regulatory compliance in order to determine findings and provide recommendations to ensure program organizational efficiency and program effectiveness; 4) Performs planning, organizing, control, and evaluation of administrative and technical operations in accordance with organizational programs, projects, objectives, and initiatives; 5) Performs studies to evaluate, assess, and provide control measures where appropriate action is unclear and some consequences or issues are not readily or initially apparent.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
