Duties
You will serve as the Configuration Change Manager within the assigned Project Office of the Supervisor of Shipbuilding Gulf Coast (SSGC).
You will coordinate contract changes amongst Program Office managers, Project Office managers and waterfront personnel, logistics, and SSGC Engineering, Comptroller, and Contracts departments.
You will direct and supervise the overall work of subordinates within the Project Office.
You will assign work based on priorities and the capabilities of employees.
You will evaluate work performance of subordinates, give advice, counsel, or instruction to employees on both work and administrative matters.
You will plan, organize, and direct the efforts of a team of Government and contractor personnel who are engaged in the processing of changes from initial identification until completion of the Contract action.
You will provide management effort for the Project Office in the overall processing and monitoring of Engineering Change Proposals, Contract Problem Reports, funds, Major and Minor Waivers and Deviations for ships in various stages of construction.
You will analyze program funding estimates to identify deficiencies, excesses, trends, imbalances, etc., to ensure that objectives of the annual financial plan are being met on a timely basis.
You will develop, maintain, and monitor an integrated reporting system affecting programs with interrelated functions and operations.
You will forecast and estimate program requirements and prepare programmatic reports, metrics, justifications, charts, graphs, statistical and narrative data.
You will identify, analyze, and conceptualize business ideas, innovative solutions, and alternatives that involve improved business processes, better business practices, more efficient organizations, and improved business-focused decision-making.

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-02 (GS-11 Equivalent) pay band in the Federal service or equivalent experience in the private or public sector coordinating contract planning, scheduling or activities of shipbuilding projects to ensure work is performed and completed within an established deadline.
