You will serve as a SUPERVISORY GENERAL BUSINESS AND INDUSTRIAL SPECIALIST in the Contracts Department of SUPSHIP Gulf Coast.

Duties

You will manage the in-depth analyses of contractor integrated cost, schedule and management control systems as well as surveillance of contractors' earned value management systems and other business systems. You will plan, organize, and direct the efforts of a team of Procurement Analysts engaged in collecting, documenting, and analyzing contractor business systems to determine effectiveness and compliance. You will establish directives/policies for the surveillance and evaluation of the contractors' management control systems, procedures and operations for compliance with Earned Value Management Systems, schedule processes, and other business systems.

• You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
• This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

FOR NH-04 (GS-14/15 equivalent): Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-03 (GS-13 equivalent), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience managing Earned Value Management (EVM) surveillance and analysis to measure contractor performance and reporting effectively.
