Duties
-Serves as the system and program-level product manager, directing product discovery, refinement, and validation.
-Serves as an internal leader to a team of product specialists, business analysts, product owners, and other staff members.
-Collaborates with development team, business analyst, Center for Leadership Development solutions areas, Human Resources Solutions community, internal leadership, and external vendors to propel product development initiatives forward.
-Oversees the entire project lifecycle including defining the project scope, allocating resources, scheduling, and managing the budget.
-Communicates the strategic vision and roadmap for e-learning and developmental products, ensuring alignment with the overall organization objectives.
Qualifications
For the GS 13: You must have (one) 1 year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service demonstrating ALL the experience listed below:
-Researching/evaluating systems and new IT products
-Establishing performance requirements
-Communicating with cross-functional teams, ensuring alignment with product goals, progress, and changes in priorities
Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level.
You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
