Duties

-Serves as the system and program-level product manager, directing product discovery, refinement, and validation. -Serves as an internal leader to a team of product specialists, business analysts, product owners, and other staff members. -Collaborates with development team, business analyst, Center for Leadership Development solutions areas, Human Resources Solutions community, internal leadership, and external vendors to propel product development initiatives forward. -Oversees the entire project lifecycle including defining the project scope, allocating resources, scheduling, and managing the budget. -Communicates the strategic vision and roadmap for e-learning and developmental products, ensuring alignment with the overall organization objectives.

For the GS 13: You must have (one) 1 year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service demonstrating ALL the experience listed below: -Researching/evaluating systems and new IT products -Establishing performance requirements -Communicating with cross-functional teams, ensuring alignment with product goals, progress, and changes in priorities Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS13 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
