This position is located in the State Office in USDA/Rural Development in North Carolina. The incumbent is responsible for providing oversight and coordination of a full range of administrative and business management functions in support of Rural Development (RD) mission.
This is not a remote position, the selectee will be require to report directly to the office listed.
Duties
Works with an Administrative Officer on the developing a strategic vision for annual goals and long-range plans of operations throughout all organizational units.
Identifies and assembles a narrative and statistical source information relating to the program and administrative functions.
Using input from a wide variety of sources, assists in developing the annual plan of work/calendar of events/meetings to plan and project the effective utilization of the organization's resources.
As directed and consistent with assignment, participates in meetings, teleconferences, and/or committee assignments with other USDA officials, other agencies, etc.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
For the GS 09: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Assisting with gathering data; conducting research; administering and tracking program requirements; participates in conducting studies of organizational efficiency; providing basic recommendations for improving methods/processes.
OR master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. Equivalent combination of experience and education are qualifying at this grade level.
