The incumbent in this Supervisory Management and Program Analyst position reports to the Administrative Officer (AO), and serves as the programmatic lead on major operational aspects for the following areas of responsibility: Facility Operations, Beltsville, MD; Facility Operations, Edinburg, TX; Facility Operations, South FL/PR; and Realty/Fleet Management Analysts.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.

The incumbent provides analytical and operational support to the AO and uses data and study results to develops multi-year planning goals and objectives.
Conducts regular and recurring studies and reviews regarding FO facilities and leases in order to evaluate the effectiveness of installation operations.
Conducts operational reviews of the Realty/Fleet Management Analyst unit activities to ensure consistency and efficiency in business and administrative functions.
Tracks progress of leasing actions and payments associated with these actions and ensures these costs are captured and funding is available in the appropriate budget cycle.
Serves as the FO representative to handle lease and space issues related to the Raleigh and Ft. Collins Hubs, and briefs senior leadership on key realty issues.
Ensures inspections, audits, and special studies are conducted to evaluate compliance with APHIS safety and health policies and standards of the Federal Occupational Safety and Health Act (OSHA).
Ensures the maintenance of records and preparation of reports on work-related injuries, illnesses, motor vehicle accidents, and other property damage are completed in accordance with Agency guidelines.
Gives advice or instruction to employees on both work and administrative matters.
The incumbent handles any employee conduct matters or complaints that arise.
Requirements

- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

- Work requires occasional walking, bending, and light to moderate lifting.
- Some aspects of the work require climbing ladders and exposure to heights in excess of thirty feet and long periods of standing.
Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
FOR THE GS-14 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-13 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
Knowledge of maintenance management principles and techniques.
Manage very complex, multifaceted, long-term projects, along with a thorough understanding of agency administrative policies and processes, particularly in the areas of procurement and budget administration.
Developing plans, establishing priorities, coordinating, provide implementation oversight, and advising management on the full range of facility and installation management principles and techniques.
Communicate effectively both orally and in writing to subordinates, peers, technical audiences, and management personnel.
Monitor progress of work, including adherence to methods and procedures, and prioritization of the work, including the development of assignments and schedules.
Note: There is no education substitution for this grade level.
