You will serve as a WARGAME PROGRAM ANALYST in the TRAINING, EXERCSES, and WARGAMING (TEW) DEPARTMENT of NAVY WARFARE DEVELOPMENT CENTER.

Duties

You will be the lead for the planning, analysis, exercise control, and adjudication of Command Readiness Training Team Performance Events at operational Fleet Maritime Operations Centers. You will evaluate war Performance Event plans and proposals initiated within NWDC (Navy Warfare Development Center) and by Fleet Maritime Operation Centers. You will develop credible and realistic performance event scenarios through research and analysis of current operations and interaction with fleet stakeholders. You will align and synchronize efforts internally to ensure Red Cell and White Cell scenario actions align with performance event objectives and anticipated real-world behaviors. You will select features to add into each performance event scenario, customizing scenario flow and adjudication procedures to develop and execute each war game. You will provide oversight of the Maritime Operations Center Performance Event schedule of events and plan of action and milestones for developing and executing each performance event. You will be responsible for verifying and validating adjudication methodology with the Naval War College (NWC), Naval Post Graduate School (NPS), Marine Corps Warfighting Laboratory (MCWL), and other warfighting development centers. You will monitor the effectiveness of Command Readiness Training Team programs during the execution phase of the performance event to ensure appropriate application of adjudication methodology, and valid representation of input from participants. You will schedule, review, and facilitate end-of-event debriefs and provide a report of final results, observations and insights, and evaluation of the performance event objectives. You will assess the effectiveness of the Command Readiness Training Team Performance Event series and improve the readiness of each participant by facilitating debriefs, feedback surveys, and interviews with core war game participants.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
  • You may occasionally be required to perform duties onboard U.S. Navy ships for more than twenty-four hours.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in qualitative and quantitative methods for the assessment and improvement of program effectiveness for the validation, planning, design, and execution of exercise scenarios. Experience with exercises and simulation at the operational level of war (OLW) to include military command and control, Navy operational planning, command Relationships, Joint warfare, and multi-domain integration. Experience with missions, policies, programs, procedures, and practices of NWDC's Director that are highly critical and time sensitive in nature Experience in the planning, organizing, and direction of team project work and the ability to interact effectively with management when making proposals or recommendations of significance.
