You will serve as an ADMINISTRATIVE SUPPORT SPECIALIST in the Manpower and Personnel Department of UNDERSEA WARFARE DEV CEN DET NORFOLK.
Duties
You will serve as assistant command timekeeper, performing a variety of functions relative to time and attendance and payroll issues for the UWDC staff.
You will resolve employee complaints related to pay and leave issues and investigate payroll problems and seek solutions.
You will serve as the Customer Service Representative (CSR) for payroll, researching overpayments, and advising employee of indebtedness.
You will coordinate with staff on personnel related programs and ensure military/civilian staff and managers are training on DoD Performance Management and Appraisal Program (DPMAP).
You will ensure correct identification of positions requiring participation in the Drug Free Workplace Program and notify employees of scheduled drug testing appointment in accordance with regulations.
You will assist with in processing of new hires and out-processing of civilians departing the command.
You will work with supervisor to prepare change requests and update the Navy's master billet file.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to obtain and maintain a U.S. Passport.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
Qualifications
To qualify for the ADMINISTRATIVE SUPPORT SPECIALIST, GS-0301-11, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with civilian personnel issues and the processing of personnel actions including: classification, recruitment, hiring, benefits, timekeeping, promotions, awards, reassignments, details, performance management.
Experience using software applications suitable for data collection and presentations such as, but not limited to: Defense Civilian Personnel Data System (DCPDS); HR Link; MyBiz, TWMS, Transaction Online Processing System; Navy System Integrated Processes System (NSIPS), Aircraft and Personnel Automated Clearance System (APACS) and word processing systems/ software.
Experience using standardized rules, practices, procedures and terminology related to Drug Free Workplace Program (DFWP) sufficient to run, schedule and maintain UWDC's DFWP.
Experience using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs, along with knowledge of the mission, organization, and work processes.
Experience investigating payroll problems including overpayments, indebtedness, erroneous pay and leave issues and seeking resolution which may include liaising with other federal agencies to determine outcome.
Experience identifying and preparing unfunded manpower issues for budget and Program Objective Memorandum (POM) submissions.
Experience with DOD/DON/OPM regulations/guidance to provide advice and policy interpretations on complex, controversial or precedent human capital management issues.
Experience establishing and maintaining effective relationships with employees and senior management officials to gain their cooperation on complex or controversial issues.
Experience using Microsoft Office applications (e.g. Word, Excel, Project, Access, and Power Point) to develop clear, concise and effective reports and presentations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
or
Possession of an LL.M., if related to this position being filled.
