You will serve as a WORKFORCE DEVELOPMENT SPECIALIST in the FLEET CIVILIAN PERSONNEL PROGRAM BRANCH (N1CP), HUMAN CAPITAL WORKFORCE DEVELOPMEN AND ANALYTICS DIVISION (N1VP1) of COMMANDER US FLEET FORCES COMMAND.

Duties

You will provide direction, advice, and guidance for the delivery of a full range of workforce development programs. You will manage workforce development functions as it relates to higher education leadership development, competency assessment, and mandatory training. You will manage and optimize the USFF learning management system (LMS) ensuring the LMS supports USFF workforce development goals, facilitates effective training delivery, and enhances user experience. You will manage day-to-day operations of the LMS, oversees the creating, organization, and maintenance of leaning content and resources within the LMS. You will manage a sufficient budget to support the Workforce Development program. You will provide recommendations to increase the efficiency and effectiveness of financial processes, budget execution operations, and close-out support. You will serve as the designated Purchase Card holder for all staff workforce development activities and ensure timely certification deadlines are met to avoid government penalties. You will maintain all contractual files/financial records for audits.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

To qualify for a GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience designing and developing workforce training programs. Experience conducting needs assessments and analyzing workforce development needs. Experience facilitating training sessions and workshops for diverse audiences. Experience evaluating the effectiveness of training programs and making improvements. Experience applying procurement processes and regulations, including federal acquisition guidelines. Experience conducting market research to identify suppliers and assess pricing. Experience maintaining accurate records of purchases and reconciling statements. To qualify for a GS-09, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience using a learning management system to organize, deliver, track, and assess online and instructor lead courses and training programs. Experience collaborating with stakeholders to develop training materials and resources. Experience managing and overseeing government purchase card transactions and compliance. Experience conducting market research to identify suppliers and assess pricing. Experience maintaining accurate records of purchases and reconciling statements. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of a 3 full years of progressively higher level graduate education leading to such a degree
OR
LL.M., if related
OR
A combination of experience and graduate education as described above that equates to one year of experience


GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
