You will serve as a Financial Management Analyst in the Cyber Engineering and Digital Directorate (NAVSEA 03) of NAVSEA HQ FIELD SUPPORT.
Duties
You will assist in resolving problems or issues impacting business and financial aspects of project/program development, and financial execution for field activity and contractor industrial facility sites, commands, or organizations.
You will perform budget execution for all active year appropriations to include reimbursable and direct cite funding with industry partners in the financial system of record.
You will develop white papers and reclamas as necessary to defend the program of record and approved changes to the baseline.
You will perform analysis and approval of Task Planning Sheets (TPS) in planning system of record and NAVSEA Enterprise Planning System (NEPS) to ensure Assistant Program Manager (APM) group requests align with the approved program of estimate.
You will assist with the update to the Program Objective Memorandum (POM) brief and financial back-up tables annually.
You will develop and support the annual President’s Budget program brief update.
You will plan and manage various program office contracts that involve evaluating program requirements, analyzing pertinent factors affecting contractor performance and ensuring contract system meets program office and procurement operational needs.
You will be responsible for all aspects of the execution of the Software as a Service support contracts.
You will perform or advise on work in any of the phases or systems of budget administration.
You will be responsible for the contracts and business aspects of an assigned program.
You will develop and implement financial management plans, procedures, and programs to facilitate the effective, efficient, and timely application of financial resources to facilitate accomplishment of the organization's mission.
You will review execution documents/reports using available financial management systems.
You will perform program execution reviews, analyses, and appraisals of the various major operating and support programs within the organization and with external stakeholders.
You will review and recommend approval of input for budget exhibits and budget justifications for submittal to the Navy Comptroller.
Requirements

- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This is a Financial Management Level II certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service or equivalent experience in the private or public sector analyzing funding, financial, or budget requirements for organizational programs or projects to ensure compliance with financial laws, processes, procedures, or established internal controls.
