This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Position is located in Headquarters, United States Army Recruiting Command, G-4/8 Directorate, Acquisition Division. Its purpose is to plan, develop, research, coordinate, and administer acquisition requirements to HQ, USAREC and their geographically dispersed subordinate units.

Duties

Administers firm fixed price service or supply contracts for the command. Receives written requests for centralized procurement of supplies and services for the command. Provides training on topics within area of responsibility. Advises command personnel on documentation requirements and regulations covering all aspects of procurement. Ensures compliance with applicable laws, Army regulations, Common Table of Allowances, Table of Distribution and Allowance, Federal Acquisition Regulations, and fiscal policies.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Foundational Certification within 36 months of entrance on duty.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education/eexperience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience for GS-11: One year of specialized experience which includes 3 of the 4: (1) Developing new or improved automated contract administration applications; (2) Evaluating reports as a basis for developing agency policy guidelines, operating procedures, and efficient and effective processes; (3) Performing in-depth reviews of pre and post award procurement processes; (4) Providing guidance to lower graded employees in developing standard requirement actions IAW regulations, guidance, and established procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 36) by 18. Add the two percentages.
