You will serve as an INFORMATION TECHNOLOGY PROGRAM MANAGER in the OFFICE of the ASSISTANT SECRETARY of the NAVY of (FINANCIAL MANAGEMENT SYSTEMS).
Duties
You will serve as lead technical advisor to senior leadership.
You will manage the overall success of the IT program, ensuring alignment with critical agency priorities.
You will recommend scalable, resilient solutions and architectures for future Enterprise Resource Planning system, ensuring alignment with latest advancements in cloud computing, distributed systems, and software engineering.
You will lead technical design and architecture of solutions driving technology transformation across end-to-end business processes (e.g., procure-to-pay, plan-to-stock) to support the future state ERP system.
You will build cross-functional coalitions to support integrated ERP architecture plan meeting unit needs, including cloud connectivity, ABAC, and AI/ML analytics, and inform strategies for interface management, data handling, system scalability.
You will ensure system users have seamless access to tools and data to perform their roles, focusing on user-centered design, efficient data pipelines, and automated access control mechanisms.
You will advise on implementation of financial standards and processes, ensuring technical solutions facilitate continuous auditability and mission readiness through integration with FM systems and compliance with DoD audit requirements.
You will ensure transformation initiatives meet strategic goals in DON business and IT strategies, including lifecycle management and capital IT investment plans aligned with modern software development lifecycles and DevSecOps principles.
Requirements

- The incumbent is required to obtain and maintain qualifications in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience leading technical design and architecture of large-scale, complex systems within the federal or other large organizations, focusing on scalable architectures that meet functional/technical requirements such as security, availability, and performance
Experience managing and coordinating high-impact IT projects that spans the entire software development lifecycle (SDLC), from project selection to risk management and continuous delivery through Continuous Integration/Continuous Delivery (CI/CD) pipelines
Experience with the infrastructure of ERP systems, including cloud-native environments, containerization, micro-services architecture, and orchestration of complex, distributed systems
Experience with cloud environments, technical architecture, and software configuration/maintenance for enterprise-scale applications.
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
