You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) in the CHIEF INFORMATION OFFICE (CIO) DIVISION of COMMANDER, NAVY INSTALLATIONS COMMAND.

Duties

You will coordinate capital investment information with portfolio management and information technology (IT) spending plans or budgets. You will monitor information technology (IT) capacity and performance to optimize networks. You will monitor the performance of installed hardware and software in accordance with design specifications. You will develop information technology (IT) policies and plans to maintain effective and efficient business operations. You will create a project implementation strategy to integrate new information technology applications within an enterprise. You will plan work schedules, deadlines, and standards for acceptable levels of information technology (IT) work. You will partner with senior leaders to verify available resources (e.g., funding, staffing, equipment) to meet information technology (IT) program objectives.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Must be able to obtain and maintain a Top Secret security clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 752 within 12 months of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following and Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT related experience demonstrating this competency includes: Exercising judgement, originality, and resourcefulness in ensuring that systems and services are developed and delivered in accordance with customer requirements and current technology. (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT related experience demonstrating this competency includes: Defining information technology (IT) client requirements for information systems and services based on analysis of business needs. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT related experience demonstrating this competency includes: Presenting controversial and critical observations to senior leaders to recommend changes in information systems and IT architecture. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT related experience demonstrating this competency includes: Negotiating problem resolutions with resource providers and project sponsors to resolve issues impacting project schedule, cost, or scope. In addition to demonstrating the four competencies above, I have one year of specialized experience equivalent to the next lower grade level (GS-14) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as: 1) Managing the Information Technology (IT) personnel responsible for delivering enterprise services; 2) Providing hardware/software requirements for IT capital planning processes; 3) Establishing metrics for the evaluation of IT program effectiveness and efficiency; 4) Developing IT management program plans, policies, and standards; 5) Evaluating methods and approaches for provisioning hardware and software assets to meet IT enterprise services requirements; 6) Conducting program assessments, identifying needs requirements, and developing process improvement recommendations for potential implementation within the Shore Managed IT Services; 7) Negotiating and developing statements of work and license agreements to achieve best value within federal government acquisition; 8) Advising senior leadership officials within the command on NMCI and ONE-Net, Enterprise Telecommunications, Spectrum Management, and End User Technology capital investment planning and resourcing to enable shore Business IT requirements. This position has been designated as a Cyber IT/Cybersecurity Workforce position in the DoD Cyber Workforce Framework (DCWF) role 752, Cyber Policy & Strategy Planner, proficiency level of Advanced and as a condition of employment the incumbent of the position is required to maintain qualifications in accordance with DON IT/Cyber Workforce Program requirements of SECNAV M-5239.2, This designation requires: 1. The incumbent participate in a continuous learning (CL) program as described in SECNAVINST 5239.20A and SECNAV M-5239.2. An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor. 2. The incumbent must obtain the required qualifying credentials within 12 months of appointment and maintain those credentials as described in SECNAV M-5239.2) for the assigned DCWF role. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
