The primary purpose of this position is to plan, organize, manage, advise, and train others on matters of protocol for the conducting of distinguished visitor (DV) visits, ceremonies, official social functions, and special commanders' conferences.
Duties
Provides substantive protocol support for all DV visits to Joint Base Andrews Flightline.
Serves as the supervisor and point of contact for all training functions, to include newly assigned personnel, and the maintenance, operations and support training for 89th Airlift Wing Protocol.
Serves as point of contact for coordinating, planning, and directing administrative operations.
Responsible for knowledge of fiscal regulations and laws pertaining to legal expenditure of APF and NAF for entertaining, ceremonies, and mementos.
Provides custodial control of Operational and Management (O&M) Funds. Manages all aspects of Protocol O&M funds.
Assists in managing courtesy calls and regularly scheduled executive level meetings.

- Position is mentally demanding; position requires incumbent to know the rules of protocol and resolve problems quickly; member must think quick on his or her feet and apply tact and diplomacy in all situations.
- Employee must obtain and maintain a Non-Critical Sensitive security clearance.
- Employee must possess understanding of Microsoft Office software products (i.e., Excel, Word, Access and PowerPoint).
- Employee must be articulate, polite/tactful, flexible to changes, demonstrate leadership under pressure and display professional personal appearance and grooming.
- This position may require the employee to occasionally travel away from the normal duty station to perform the protocol mission.
- This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- The work requires the employee to drive a motor vehicle. An appropriate, valid driver's license is required for the position.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of protocol regulations, and administrative regulations and skill in applying this knowledge in planning, administering, and executing administrative and support requirements.

EDUCATION: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the concepts, principles and practices of a protocol program. Knowledge of safety and security regulations, practices, and procedures.
2. Ability to plan, organize and direct the functions and staff. Ability to communicate effectively, both orally and in writing. Ability to effect goal accomplishment.
3. Skill in handling time management and protocol issues, and ability to quickly adapt to changing situations.
4. Knowledge of Air Force protocol and that of other services and countries is desired.
5. Skill in interpersonal communications; applying tact, diplomacy, and appropriate manners at all times. Articulate in advising senior leaders on appropriate protocol measures.
6. Comprehensive knowledge of and ability to apply protocol order of precedence, flag protocol, drill and ceremonies and formal dining procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position.
