About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Duties
Provides managers and employees with information on the organization's military Human Resources policies, procedures, and guidelines, when they are directly applicable to the situation.
Act as a technical consultant and point of contact on questions concerning Personnel Tempo (PERSTEMPO), military retirements, Special pay, Unit sponsorship, in/out-processing, and leave programs.
Maintain the Unit Off-Duty Employment program, the Voting Assistance Program, and the Army Disaster Personnel Accountability and Assessment System (ADPASS) database.
Provide staff advice and consultation to headquarters and supported unit Soldiers.
Serve as liaison between Soldiers and the installation finance and military personnel directorate for personnel management functions.
Perform HR functions requiring understanding of military personnel utilization, strength accountability, reorganizations, Table Distribution Allowances, evaluation reports/rating schemes, processing of personnel system reports and actions.
Assist in providing guidance for records management activities relating to adequacy of documentation, maintenance, use and records disposition.
Review and analyze records for file identification, maintenance and disposition to ensure permanently valuable information is preserved and that all files are retained, reviewed and disposed of systematically in accordance with Army regulations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- Incumbent may be assigned to work in a National Security Agency (NSA) facility. Incumbent must be able to obtain and maintain access to National Security Agency facilities and networks.
- Incumbent may be subject to taking and passing an initial Counter-Intelligence Scope Polygraph (CISP) within 6 months of their employment start date and follow-on periodic Counter-Intelligence Scope Polygraph.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.
- Duties of this position may entail alternative duty schedules, including extended shifts (12.5 hours), nights, weekends, and/or holidays, being recalled for urgent situations, and/or working overtime in response to surge situations.

- In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- Temporary duty travel (TDY) or business travel may be required up to 10% annually. Travel may be within the contiguous United States (CONUS) or outside the continental United States (OCONUS).

Specialized experience would be demonstrated by providing advice or guidance on a range of military personnel functions such as personnel actions, promotions, awards, evaluations, and separations; conducting research to determine if validity or appropriateness of personnel actions or awards; and compiling information or data for reports.

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
