About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7TH Signal Command (Theater) G1 Section- Civilian Personnel Management Branch located in Fort Eisenhower, Georga.

Duties

Serve as a staff Human Resources Specialist charged with responsibility for planning, developing, and implementing command-wide civilian human resource management programs for the establishment and continued operation of the 7th Signal Command. Supervises a team of civilian personnel participating in program development and administration and offers advice to civilian HR Specialists in brigades. Serves as a subject matter expert for all policies and personnel action actions for Dept of the Army employees assigned to the command and works independently regarding policies, processes, and issue resolution. Provides authoritative staff advice and technical guidance to the Commanding General, Deputy Commander, Chief of Staff, G1, Dep G1, managers and personnel staffs of the command's subordinate commands and activities. Translates findings into specific corrective action, including new or revised program requirements or guidance, training, or other appropriate measures. Serves as a liaison between HQ 7th Signal Command and the NETCOM G1, Civilian Human Resources Agency Headquarters (CHRA HQ), and Civilian Personnel Advisory Centers. Assigns work, prepares plans to meet changes in workload as well as justifies revisions in staffing levels, work priorities, and deadlines.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Position is designated as Non-Critical Sensitive. A security clearance with SECRET access is required.
  • TDY is required up to 10% of the time.
  • One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: Planning, developing, and implementing command-wide civilian human resource management programs for the establishment and continued operation of a Theater Command. Providing authoritative staff advice and technical guidance to the Commanding General, Executive level leadership, managers and personnel staffs of the command's subordinate commands and activities. Expert on transformation efforts ensuring the best possible guidance is provided to ensure force reshaping actions are accomplished with minimal impact to affected civilian employees. Providing expert advice on OPM, DoD, and DA directives and guidelines on a full range of matters pertinent to civilian human resources functions to include Title 5 and Cyber Excepted Service personnel programs with focus on recruitment, classification and compensation, performance management and employee relations, staffing, training, deployment, etc. Technically and administratively supervises a team of civilian personnel. Assigns work, performance plans and evaluation, prepares plans to meet changes in workload; justifies revisions in staffing levels, work priorities, and deadlines.
