About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Cyber Center of Excellence, G1, Fort Eisenhower, GA.

Duties

Provide staff level functional and procedural guidance and advice for civilian personnel issues and related matters. Provide accurate guidance to management officials regarding the analysis and resolution of difficult personnel matters, which frequently have significant implications. Participate in developing, implementing, and coordinating policy, procedures, and processes to ensure command regulatory compliance. Anticipate problems that management may encounter and recommends preventive HR management projects as a mitigating solution. Analyze OPM, DoD, and DA civilian HR regulations, directives, and issuances to determine command impact and to advise management on command applications.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • TDY may be required up to 25% of the time.
  • This position requires the incumbent to obtain and maintain a secret security clearance.

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by advising senior level leadership on advanced civilian personnel programs, such as: recruitment, transportation and relocation services, employee benefits, transfer of function, reduction in force, qualification and pay determinations, outplacement programs, and incentives; utilizing automated HR systems and databases to query, retrieve and analyze information; assisting with comprehensive analytical studies, projects, or special initiatives relating to civilian HR.
