About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Duties
Serve as the Deputy S1 for the Cyber Protection Brigade responsible for managing the Civilian Human Resources (HR) Office and Military Human Resources.
Serve as a senior advisor on all HR operations for civilian and military by providing timely and authoritative advice, guidance, assistance, decisions, leadership, and direction for HR actions of the Brigade.
Serve as a Brigade representative in the planning, implementation, and evaluation of new Civilian and Military personnel management program or systems.
Serve as the Command?s principal technical authority on command program concepts, doctrine, and general policy and procedures.
Serve as the HR technical expert for the CPB. Develop and lead the Brigade?s Succession Planning initiatives.
Serve as the Brigade?s Career Field advocate for Human Capital and Resource Management.
Supervise a staff of subordinate supervisors, Civilian and Military employees.
Delegate authority to key subordinate supervisors and program managers and hold them responsible for performance of their organization elements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain TOP SECRET eligibility with access to Sensitive Compartmented Information (SCI).
- Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
- May be required to successfully complete an initial and periodic Counterintelligence-scope Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- Personnel assigned to work in an NSA facility must be able to obtain and maintain access to NSA facilities and networks.
- May be required to carry a cellular telephone/Portable Electronic Device (PED) and maintain a working personal telephone at all times.
- Duties of this position may entail alternative work schedules (AWS) such as variable or MAXIFLEX, including extended shifts; 24/7 rotating shifts, nights, weekends, and/or and holidays as required.
- The employee is subject to recall for urgent situations; and/or working extended overtime in response to surge situations.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.

Specialized experience would be demonstrated by masterful understanding of military and civilian human resources principles, concepts, regulatory guidance, and policy; possess a strong talent for planning, organization, and managing multiple human resources related tasks; possess strong interpersonal and communication skills; leading and managing personnel sufficient to perform the full range of administrative and technical supervisory duties; and possess mastery and ability to train others how to develop, interpret, and analyze data extracts and reports from automated HR databases or develop the most efficient and effective automated systems approaches for presenting HR reports and graphics for management.
