About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the US Army Cyber Command at Fort Eisenhower, Georgia.

Duties

Responsible for providing technical advice and assistance in various civilian HR program areas to all levels of management officials within the U.S. Army Cyber Command (ARCYBER). Plans and carries out short and long-range projects and studies to identify and resolve problems pertaining to various human resources (HR) program areas. Consults and coordinates specific actions for legal review, funding impact, and integration with other program areas. Obtains necessary information through site visits, inspections, reports, review of known or suspected problem areas and other appropriate sources. Plans, directs, coordinates, and evaluates the work of subordinates and assigns work to be accomplished and sets priorities. Reviews and studies regulations, standard procedures, and guides from OPM, DoD, and DA and other requirements to determine the best methods and techniques to be practiced in meeting these needs. Submits appropriate AUTONOA ticket with all the requirement information, that a properly classified, current position description is available. Maintains SOPs, process maps and training materials. Conducts training for servicing customers on a regular basis to support hiring officials’ execution of personnel management responsibilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must obtain and maintain a Top-Secret security clearance with Sensitive Compartmented Information (TS-SCI).
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • Must pass an initial and periodic urinalysis screening for illegal drug use.
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military and External Affairs Division (MEAD) Security In-Processing (SIP) process.]
  • This position may require local, and some long distance traveling to events such as (but not limited to) site assistance visits (SAVs) conferences, meetings, conduct training/training opportunities, etc. TDY travel is approximately 10% of the time.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by (1) Developing guidance, procedures, and standards for program areas, (2) Familiarity with advisory covering several personnel systems, such as Cyber Excepted Service (CES), Defense Civilian Intelligence Personnel Systems (DCIPS), Title 5 Competitive Service Systems, or demonstration projects (Acq Demo, Lab Demo, etc), (3) Preparing and presenting reports and briefings, analyzing HR data and trends, drafting human resource management policies and guides to meet set goals of the Command, (4) Clear understanding of regulations, standard procedures, and guides from OPM, DoD, DA, and other requirements to determine and advise on policy directives, and (5) Leadership of subordinates who are engaged in the administration and management of the human resources personnel
