You will serve as a Financial Management Analyst of CNSSC MECHANICSBURG NWCF MHA.

Duties

You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities. You will utilize, design, and implement accounting systems to solve a variety of accounting or auditing problems. You will analyze inspection and management reports and audits to develop statistical data. You will review internal control within financial and logistics systems.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

GS-12: Your resume must have one year of specialized Financial Management Analyst experience equivalent to the GS-11 grade level or equivalent pay band in the Federal service applying principles, concepts, and practices to perform assignments concerning financial management, accounting, or budget. Specific work experience must demonstrate the following duties: 1) Designing, implementing, and assessing internal control processes and accounting systems to solve a variety of accounting and/or auditing problems; 2) Analyzing inspection and management reports and audits to perform trend analysis and develop statistical data; 3) Researching and investigating new or improved business and financial management practices; 4) Reviewing internal control within financial and/or logistics systems. GS-11: Your resume must have one year of specialized Financial Management Analyst experience equivalent to the GS-09 grade level or equivalent pay band in the Federal service applying principles, concepts, and practices to perform assignments concerning financial management, accounting, or budget working independently with limited supervision. Specific work experience must demonstrate the following duties: 1) Designing, implementing, and assessing internal control processes and accounting systems to solve a variety of accounting and/or auditing problems with limited supervisor guidance for complex problems; 2) Analyzing inspection and management reports and audits to perform trend analysis and develop statistical data; 3) Researching and/or investigating new or improved business and financial management practices; 4) Reviewing internal control within financial and/or logistics systems. Education

GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a PH.D. or equivalent doctoral degree, LL.M., or have completed three full years of higher level graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.

GS-11 COMBINATION OF EDUCATION AND EXPERIENCE: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify.
