You will serve as a Financial Management Analyst of CNSSC FLD DET MECH PA.

Duties

You will serve as a senior liaison for budget, accounting, for financial management policy and procedures within the organization. You will direct and/or perform continuing program execution review, analysis, and appraisal of the major operating and support programs within the organization. You will prepare briefs for senior managers on program execution and provide recommendations to correct program variances or problem areas. You will coordinate with the development and reporting of cost/performance information in support of mission tasks for the organization. You will conduct management evaluation of issues concerning financial consequences raised in audit reports, budget reviews, and recommend alternatives for corrective action.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

I have at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector demonstrating an expert knowledge of financial management operations, concepts, principles, practices, laws, and regulations to interpret, analyze, and then provide financial management recommendations. Specialized experience must include a majority or all of the following: 1) Develop recommendations supporting NWCF-SM cash management to staff and senior management; 2) Integrate budget, demand management and supply planning, acquisition and contracting, and data management to ensure NWCF-SM cash solvency and decision making; 3) Liaison with DoD stakeholders on POM requirements/priorities to seek out and leverage available opportunities to escalate NAVSUP's concerns/equities and increase visibility of unbalanced program funding; 4) Drive integration of Cash Management Office and Sales & Operations Planning policy to more effectively analyze wholesale buy/repair plans by looking for financial and operational efficiencies to capitalize on and improve NWCF-SM cash balance; 5) Ability to plan, organize, direct team/taskforce efforts across organizational lines.
