You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST of NAVSUP WEAPON SYSTEMS SUPPORT in the N85 Inventory Accuracy Division.

Duties

You will serve as the principal advisory to senior managers on the development, implementation and revision of financial management policies, plans and programs. You will generate, recommend, and implement new and revised financial management concepts, methodologies, policies, and strategies in support of the organization's programs. You will direct and/or perform continuing program execution review, analysis and appraisal of the major operating and support programs within the organization. You will promulgate approved inventory accuracy and financial management policies within the organization based on DON/NAVSUP policy and develops and issues implementing procedures. You will plan work, set priorities and schedule work as necessary to assure effective and expeditious accomplishment of priority work without adverse effect on regular recurring work.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-14) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing continuing program execution review, analysis and appraisal of major operating and support programs; 2) Generating new concepts and methodologies in the field or theorize, plan and direct entire financial or budgeting systems; 3) Applying budgetary/financial policies, practices and laws to ensure operations adhere to financial standards; 4) Understanding and utilizing Navy ERP, Electronic Retrograde Management System (ERMS), NAVSUP In-Transit Accountability (NITA), and Inventory Accuracy including but not limited to Commercial Asset Visibility (CAV), Stock In-Transit (SIT), Carcass Tracking, Failed IDOCs and Unreconciled balances (URBS); 5) Recommending solutions to resolve accounting, budget and financial management problems; 6) Implementing new and revised financial management concepts, internal controls, methodologies, polices, or strategies to achieve agency financial targets.
