Duties
Serves as a first line supervisor with responsibility for managing a work unit of professional and administrative employees performing essential or support activities which facilitate the mission of the organization.
Serves as a technical authority in planning, conducting, and executing a full range of projects, studies, and/or workshops involved in the standardization and improvement of financial management functions Army wide.
Develops and conducts comprehensive financial management studies to review current internal controls to evaluate the efficacy of Army financial management processes and compliance.
Provides leadership in the standardization of financial managements processes for both legacy and enterprise resource planning automated systems.
Develops recommendations for decision making by senior DA and USAFMCOM management.
Plans work and establishes priorities.
Requirements
- Must be a U.S.Citizen.
- This is a national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- Department of the Army DA Civilians must successfully complete all mandatory Civilian Education System CES courses which may require travel.
- Obtain and maintain level 2 FM Certification.
- The incumbent must adhere to DoD Standards of Conduct
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:To qualify at the GS-12, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.
Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
Specialized experience is defined as experience using a financial management system, preferably the General Fund Enterprise Business System - GFEBS or other Enterprise Resource Planning-ERP system, and evaluating the impact of new or proposed policies to financial business processes. Experience with other ERP systems will be considered as relevant experience. Additionally, experience researching/resolving errors, analyzing various ERP reports to identify and unravel data or system anomalies. Experience processing some or all of the following in a financial system: Project Systems, Workorder Breakdown Structure (WBS elements), Plant Maintenance, Asset accounting, Asset Master data creation and maintenance, Real Property management and inventory, and PPE reporting.

Experience processing some or all of the following in a financial system: Project Systems, Workorder Breakdown Structure (WBS elements), Plant Maintenance, Asset accounting, Asset Master data creation and maintenance, Real Property management and inventory, and PPE reporting. Experience following the SAFe Agile methodology is desired. Project management experience should include project planning, task scheduling, risk/issue management, and conflict resolution. Experience as a liaison between a customer/stakeholder and the development team is preferred.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
