These positions are located in the Health Resources and Services Administration, Maternal and Child Health Bureau. These positions will be filled in either: The Division of Maternal and Child Health Workforce Development; the Division of Healthy Start and Perinatal Services; the Division of Home Visiting and Early Childhood Systems; or the Office of Epidemiology and Research. The duty location for these positions is in Rockville, MD and is not eligible for remote work.
Duties
As a Health Scientist you will provide research, analytic, and evaluative support for programs and functions as well as support the provision of technical assistance and scientific consultation to Maternal and Child Health Bureau divisions.
Your major duties and responsibilities include:
Assisting the National Survey of Children's Health (NSCH) Team Lead in advising OER leadership on the design, production, and dissemination of annual National Survey of Children's Health (NSCH) and NSCH Longitudinal Cohort Study (NSCH-LC) data.
Identifies, designs, and conducts analyses of surveillance and program data. Uses these analyses to inform program and policy related work.
Prepares written materials of a scientific and programmatic nature of findings and analyses. These summaries will be presented both written and orally to MCHB staff and the public.
Participates in the analysis of NSCH, NSCH-LC, and other program data documenting the performance of MCHB funding by grantees as well as the characteristics of clients served and services delivered by MCHB program grantees and providers. Additionally, participates in the analyses of other Federal MCH-related data and surveillance systems to inform MCHB programs and policies.

QUALIFICATION REQUIREMENTS:
EDUCATION: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained.

MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
GS-12: In addition to the education requirement, to qualify for this position at the GS-12 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.
Examples of minimum qualifying specialized experience at the GS-11 level include performing the following types of tasks on a regular and recurring basis:
Conducting and analyzing scientific studies or surveys related to public health programs;
OR
Designing or developing technical documents (i.e. data reports) for dissemination to internal and external customers.
GS-13: In addition to the education requirement, to qualify for this position at the GS-13 level, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.
Examples of minimum qualifying specialized experience at the GS-12 level include performing the following types of tasks on a regular and recurring basis:
Providing scientific leadership in formulating, developing, implementing, and evaluating scientific studies or surveys;
OR
Providing technical advice on the application of advanced statistical analysis, theories, and methodologies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

PUBLIC HEALTH PROGRAM MANAGEMENT - Plans, develops, coordinates, and manages the structure and administration of public health organizations and the policies that impact health programs and reimbursement of health services.
SCIENTIFIC REVIEW MANAGEMENT - Plans and conducts scientific review activities to ensure an unbiased, informed review process, and successful programmatic outcomes.
QUANTITATIVE/QUALITATIVE ANALYSIS - Examines and evaluates data to manage and achieve results.
RESEARCH AND EVALUATION - Knowledge of the principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

Education
This position has an education requirement.
