These positions are located in Health Resources and Services Administration, Maternal and Child Health Bureau, Office of Epidemiology and Research. Duties

These positions will be filled as a competitive temporary appointment not to exceed 1 year. The appointments may be extended for an additional 1 year and can be made permanent without further competition. These are supervisory positions, and the selectees may be required to serve a one-year supervisory probationary period. As a Supervisory Health Care Administrator for the Office of Epidemiology's Division of Research or Division of Epidemiology, you use extensive knowledge and expertise in research methodology, maternal and child health, and leadership to serve as a program administrator, senior scientist, and supervisor. Your major duties and responsibilities will include: Developing and implementing new and innovative research grant categories in response to program effectiveness data and identified needs. Exercising principal administrative responsibility for the overall monitoring and programmatic review as well as budget, planning and accountability for appropriated funds designated for research programs. Assessing and identifying the issues, concerns, and difficulties in achieving maternal and child health research program objectives and in advancing the state of the art of cutting-edge research. Establishing long- and short-term program goals, performance measures, policies, objectives, and priorities based on knowledge of and professional experience in the field of maternal and child health and maternal and child health research and needs assessment. Providing national leadership and serving as an authoritative source of information on maternal and child health research. Establishing and maintaining relationships with and collaborates as appropriate with other Federal entities administering research and other relevant programs to further maternal and child health research objectives.   • All qualification requirements and time-in-grade must be met by the closing date of this announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

QUALIFICATION REQUIREMENTS: OPM INDIVIDUAL OCCUPATIONAL REQUIREMENTS FOR GENERAL MEDICAL AND HEALTHCARE SERIES, 0601: EDUCATION: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. Examples of minimum qualifying specialized experience at the GS-14 level include performing the following types of tasks on a regular and recurring basis: Managing a portfolio of grants and cooperative agreements related to maternal and child health research programs. AND Writing scientific publications for peer-reviewed journals on topics related to maternal and child health research. AND Conducting research and data analysis related to maternal and child health. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. MATERNAL AND CHILD HEALTH - Knowledge of the principles, practices, & methods of administering maternal & child health programs to provide advice & technical assistance to improve their activities, including analysis & evaluation of those programs at Federal, State & local government levels. SCIENTIFIC RESEARCH - Knowledge of the scientific principles, methodology, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results. SCIENTIFIC WRITING - Prepares written documentation to transfer scientific information about concepts, situations, products, services, or results to audiences with varying levels of scientific knowledge. GRANTS MANAGEMENT AND ADMINISTRATION - Acquires and applies critical financial concepts and practices, based upon a thorough understanding of the Federal Government, to administer grants and cooperative agreements in accordance with organizational needs and deadlines.
