Joining the Secret Service, Office of Intergovernmental and Legislative Affairs will allow you to develop policies and procedures, and support Freedom of Information Act (FOIA) program compliance operations. Duties
The selectee will serve as a Government Information Specialist (FOIA Analyst) in the Office of Intergovernmental and Legislative Affairs. Typical work assignments include:
Receiving, maintaining, and identifying classified documents, responding to FOIA/Privacy Act (PA) requests.
Monitoring FOIA compliance by maintaining broad based awareness of legal, regulatory, administrative, judicial and current events; researching, analyzing, and reporting on emerging and urgent issues.
Developing, implementing, and maintaining FOIA policies and procedures; assessing agency privacy risks associated with programs, operations, and technology.
Evaluating long- and short-term program goals to support and facilitate the agency's compliance with FOIA laws.
Communicating with senior-level management stakeholders to coordinate efforts between offices, divisions, and programs in order to produce a specific unified program and/or project.
Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below
GS-12: You qualify for the GS-12 level (starting salary $99,200.00) if you possess one f ull year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Managing FOIA requests (i.e., responding, tracking, documenting, reporting, analyzing, etc.) to maintain program compliance according to rules, regulations, and policies;
Analyzing management or program operations to assess their effectiveness; and
Communicating findings and recommendations, verbally and/or in writing.
GS-13: You qualify for the GS-13 level (starting salary $117,962.00) if you possess one f ull year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Applying the rules and regulations within the Freedom of Information Act to develop program policies and procedures;
Conducting evaluations of program operations to assess effectiveness, efficiency, and/or compliance with regulations, legislation, and objectives; and
Delivering reports, presentations, briefings, and/or other documentation to influence stakeholder decision making.
NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
