Duties
You will provide advice to ensure timely implementation of new personnel subsystems and/or enhancements to existing personnel systems
You will prepare and coordinate operating instructions relative to system operation in the region.
You will analyze and interpret system requirements and changes as they impact on processes or procedures or are impacted by civilian personnel administration policies and procedures.
You will analyze higher echelon procedures as they affect personnel operations; develop and implement procedures to accomplish region-wide objectives within the Department of Navy.
You will work as a senior specialists and other team members to research, analyze, develop, and maintain regional personnel automated systems
You will prepare test criteria, technical instructions for users, systems administration, and system installation.
You will ensure hardware is adequate to effectively utilize systems software or makes required additions, modifications, and adjustments.
You will assist in preparing request for data from OCHR for special non-routine products.
You will provide advice and guidance to field systems administrators relative to the installation and troubleshooting of software that access the MAHRS personnel programs
You will provide guidance to other branches on the operation, continual maintenance, use, and capabilities of Human Capital, Manpower, and Modernization automated systems.
Requirements

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Information Assurance Certification: Position requires completion of the Security +certification within 6 months of effective date.
- The incumbent participate in a continuous learning (CL) program as described in SECNAVINS 5239.20A and SECNAV M-5239.2.
- An annual 20 hour minimum of Cyber Workforce related continuous learning must be documented in a current individual development plan signed by both the employee and supervisor
- The incumbent must obtain the required credentials within 12 months of appointmenand maintain those credentials as described in SECNAV M-5239.2 for DCWF role of System Administrator proficiency level Intermediate.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area System Administrator (451) Intermediate level within 12 months of appointment.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
"Security+ Certification is preferred"
Automated personnel data systems capabilities and operating procedures to apply systems to the requirements of the personnel office
Analyzing system operations to determine corrections, modifications, or causes of errors/problems
Preparing and presenting training & preparing system operating instructions
Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree
